there is a maps library at the Technical University's "Building and Environment" department. I am sure they will provide you with some necessities: Fakultät VI Planen Bauen Umwelt: Kartensammlung.

The "Stadtforum Berlin" addresses the city's urban potentials and future development at large: Stadtforum / Senatsverwaltung für Stadtentwicklung und Umwelt - Berlin.

The "Planwerk Innenstadt" is the historical predecessor of the afore mentioned "Planwerk Innere Stadt". It was this board that mainly determined the city's urban development between 1999 and 2010: Planwerke / Senatsverwaltung für Stadtentwicklung und Umwelt - Berlin.
